We are looking for an expert as to whether a certain transaction by a bank [not Chase} concerning the proceeds of a letter of credit and which transaction was adverse to the bank’s client was authorized under either of two conflicting standing resolutions signed by the Client and on file with the bank.  We need someone who has been involved with financial controls in the foreign trade arena.
